Rosalie Percival

Rosalie Percival is the Chief Financial Officer of Te Whatu Ora – Health New Zealand.

Rosalie has an extremely strong background in, and understanding of, the complexities of health sector funding and finance.  She is an accounting professional with over 30 years’ experience, the majority in healthcare settings.  Rosalie has a strong focus on equity and how to use financial investment to improve health outcomes for New Zealanders.

Rosalie is an inclusive leader and an effective communicator. These skills have proved crucial whilst leading her finance team through multiple turbulent periods for the health sector. The COVID-19 response in the north of New Zealand, including Auckland, required an adaptive and nimble approach. The ongoing financial restructure of Te Whatu Ora presents a long-term strategic challenge. The restructure is a mammoth undertaking, and Rosalie guides the Finance function’s 1800 staff with clarity, compassion and purpose.

In a career which also includes banking and insurance, Rosalie’s recent background has included serving as Chief Financial Officer for Te Whatu Ora – Capital Coast and Hutt Valley, and Auckland and Waitematā districts. She is a Fellow of Chartered Accountants Australia and New Zealand.  Outside her financial career path, Rosalie has a keen interest in sustainable development and business practices.
